How do I copy a symbol on a phone?

Why does a symbol show as an empty box somewhere else?

That device is missing a font that covers the character. The symbol itself is fine and will appear correctly on systems that have the glyph, but for wide compatibility pick one of the plainer symbols in the same group.

Are these emoji or text?

Mostly text. Characters like the heart suit and the arrow are ordinary Unicode symbols that inherit your font. A few, such as the colored hearts and stars, are emoji and will be drawn by your platform in its own style.

Can I use these in a filename or a URL?

In a filename usually yes, in a URL usually not without percent-encoding. Systems that expect plain ASCII may mangle them, so stick to ordinary letters where the text has to survive a legacy system.
